Abstract

ABSTRAK Muhammad Afaza Muttaqin, Program Studi Teknik Sipil, Program Pascasarjana, Institut Teknologi Nasional Malang, Februari 2023, Analisis Manajemen Resiko Pada Pembangunan Jembatan Duwet Krajan Kabupaten Malang Dengan Menggunakan Model House Of Risk, Tesis, Pembimbing: (I) Lalu Mulyadi (II) Nusa Sebayang Infrastruktur penghubung khususnya jembatan memiliki peran penting dalam sistem transportasi darat di kabupaten Malang. jembatan berfungsi untuk menghubungkan dua wilayah yang secara geografis terpisah karena adanya sungai, lembah atau jurang. Jembatan memastikan koneksitas yang baik antara satu wilayah dengan wilayah lain. Oleh karena itu, jembatan menjadi urat nadi perekonomian suatu daerah. Di Kabupaten Malang, pembangunan jembatan dilakukan dengan dana APBD dan dikendalikan oleh Dinas PU Bina Marga. Namun demikian, seperti halnya proyek konstruksi lainnya, pembangunan jembatan juga berpotensi menimbulkan berbagai macam risiko yang mempengaruhi kualitas maupun kuantitasnya. Mengingat pentingnya jemabatan dan risiko yang mungkin muncul maka perlu dilakukan analisis risiko. Penelitian ini bertujuan untuk menganalisis risiko pada proyek pembangunan jembatan Duwet Krajan dengan metode House of Risk. Metode House of Risk yang digunakan dalam penelitian ini terdiri dari dua fase. Fase pertama terfokus pada bagaimana menentukan agen risiko (Risk Agent) prioritas dengan cara menghitung Agregate Risk Potential (ARP) dari masing-masing Agen Risiko. Fase kedua terfokus pada bagaimana menemukan tindakan pencegahan untuk masing-masing agen risiko. Di Fase 2 juga dilakukan penghitungan tingkat efektifitas tindakan pencegahan sehingga diperoleh tindakan pencegahan dengan tingkat efektfitas tertinggi. Hasil penelitian menunjukkan bahwa di HOR Fase 1 dipeorleh tiga Risk Agent utama yaitu Kurangnya pengawasan, Kurangnya komunikasi dan koordinasi dan Ketidaktepatan Estimasi Biaya. Berdasarkan tahapan Hor Fase 2, maka tindakan pencegahan yang efektif untuk ketiganya adalah Menyusun SOP pengawasan pekerjaan, Mengevaluasi Jadwal Koordinasi secara periodik dan Meningkatkan Manajemen Keuangan Pada Pelaksana Proyek. Connecting infrastructures such as bridge plays crucial role in land transportation system in Malang Regency. Bridge functions to connect areas which are geographically separated by lowland, river or canyon. In addition, it also ensures good connectivity among areas. Thus, bridge turns to be economic backbone. In Malang Regency, bridge construction project is conducted by using regional budget and under supervision of Office of Public Works. However like many other construction projects, it raises potential risks influencing either its quality and quantity. This study aims at analysis and mitigating risk on construction of Duwet Krajan Bridge by using House of Risk Model. There are two phases of House of Risk Method. The fisrt phase focuses on identifying and determining priority risks by conting Agregate Risk Potential (ARP) for each risk agents. Phase 2 focuses on how to find preventive actions. In phase 2, we also measure degree of effectiveness of each preventive action in order to find those of highest degree of effectiveness. Findings of this study show that there are three priority of risk agents namely Lack of Supervision, Lack of Communication and Coordination and Inaccurate Budget estimation. Preventive actions obtained in phase 2 of House of Risk are Formulating Standard Operating Procedures for Supervision, Making Periodical Schedule for Coordination and Improving control on project finance on the part of Project Contractor The research results show that in HOR Phase 1, three main Risk Agents are obtained, namely Lack of supervision, Lack of communication and coordination and Inaccuracy of Cost Estimation. Based on the Hor Phase 2 stages, effective preventive measures for the three are compiling SOPs for work supervision, evaluate periodic coordination schedules and improving financial quality control for project implementers.
