Abstract

ABSTRAK Kabupaten Trenggalek merupakan wilayah rawan bencana yang membutuhkan sistem mitigasi bencana berbasis teknologi untuk mendukung respons cepat dan efektif. Salah satu solusi potensial adalah penggunaan Wireless Network System (WNS) yang terintegrasi dengan sistem peringatan dini (Early Warning System/EWS). Penelitian ini bertujuan untuk menganalisis kesiapterapan sistem mitigasi bencana berbasis WNS dalam konteks konstruksi bangunan di Kabupaten Trenggalek. Pendekatan kuantitatif digunakan melalui penyebaran kuesioner skala Likert kepada 15 responden yang berasal dari praktisi dan pemangku kepentingan bidang konstruksi dan mitigasi bencana. Instrumen penelitian telah melalui uji validitas dan reliabilitas dan dinyatakan layak digunakan. Analisis data dilakukan dengan metode Exploratory Factor Analysis (EFA) menggunakan pendekatan Principal Component Analysis (PCA) dan rotasi Varimax. Hasil penelitian menunjukkan bahwa sistem WNS dipersepsikan memiliki tingkat kesiapan tinggi untuk diterapkan, dengan nilai skala Likert rata-rata mencapai 82,58%. EFA menghasilkan tiga faktor utama yang memengaruhi kesiapterapan sistem, yaitu: (1) Kesiapan Teknologi dan Kesesuaian Tugas (TTF), (2) Kualitas Informasi Sistem (IQ), dan (3) Persepsi Manfaat Sistem (PU). Ketiga faktor tersebut menjelaskan 74,4% total varians. Temuan ini tidak hanya memperkuat landasan teori yang menggabungkan model TTF, TAM, dan ISSM, tetapi juga memberikan implikasi praktis dalam penyusunan kebijakan berbasis data, peningkatan literasi kebencanaan, serta strategi implementasi sistem WNS yang responsif dan terukur di wilayah rawan bencana. The research instrument was validated and tested for reliability and deemed feasible for use. The results show that the WNS is perceived as highly ready for implementation, with an average Likert score of 82.58%. The EFA yielded three dominant factors affecting system readiness: (1) Task-Technology Fit (TTF), (2) Information Quality (IQ), and (3) Perceived Usefulness (PU), which collectively explained 74.4% of the total variance. These findings not only reinforce theoretical frameworks that integrate TTF, TAM, and ISSM models, but also offer practical implications for data-driven policy development, community preparedness, and strategic implementation of WNS in disaster-prone regions.
