Abstract
ABSTRAK Angeline Grace Allo, Program Studi Magister Teknik Sipil, Program Pascasarjana, Institut Teknologi Nasional Malang, Juli 2025, Analisis Manajemen Risiko Pada Perencanaan Penggantian Jembatan Oesapa Besar di Kota Kupang – Nusa Tenggara Timur, Tesis, Pembimbing: (1) Dr. Ir. Nusa Sebayang, MT, (II) Dr. Erni Yulianti, ST, MT. Pembangunan Jembatan Oesapa Besar di Kota Kupang perlu dilaksanakan karena adanya penurunan kualitas struktur yang signifikan. Pada tahap perencanaan berpotensi menghadapi berbagai risiko yang berasal dari faktor teknis, keuangan, lingkungan, dan sosial. Oleh karena itu, penelitian ini bertujuan untuk menganalisis potensi risiko yang mungkin muncul selama tahap perencanaan serta mengevaluasi efektivitas strategi mitigasi yang diusulkan untuk mengurangi tingkat risiko tersebut. Penelitian ini menerapkan metode Failure Mode and Effects Analysis (FMEA) untuk mengidentifikasi kegagalan potensial dan mengevaluasi risiko pada tahap perencanaan penggantian Jembatan Oesapa Besar di Kota Kupang. Data diperoleh dari kuesioner berisi 13 indikator risiko yang disebarkan kepada 35 responden ahli. Hasil penelitian menunjukkan seluruh variabel mengalami penurunan nilai Risk Priority Number (RPN) setelah strategi mitigasi diterapkan. Strategi yang dilakukan meliputi peningkatan akurasi estimasi biaya, optimalisasi efisiensi anggaran sesuai kebijakan, serta perbaikan rancangan teknis seperti penyediaan outlet saluran air yang memadai. Total RPN awal sebesar 2.394,63 turun menjadi 1.504,26, atau berkurang 37,18%. Penurunan signifikan terjadi pada risiko estimasi biaya, efisiensi anggaran, dan outlet saluran air. Namun, beberapa risiko eksternal tetap tinggi, khususnya terkait kebijakan, keterlibatan masyarakat, dan koordinasi antarinstansi. Oleh karena itu, penelitian lanjutan disarankan untuk mengembangkan strategi mitigasi yang lebih komprehensif pada aspek sosial dan kebijakan, serta memanfaatkan metode analisis risiko lain guna memperkuat hasil evaluasi. The construction of the Oesapa Besar Bridge Replacement in Kupang City must be conducted due to a significant decline in structural quality. The planning stage is dealing with many risks stemming from technical, financial, environmental and social factors. Therefore, this study aims to analyze the potential risks which may arise during the planning stage and evaluate the effectiveness of the proposed mitigation strategies to reduce these risks. This study applies the Failure Mode and Effects Analysis (FMEA) method to identify potential failures and evaluate risks in the planning stage of the Oesapa Besar Bridge replacement project in Kupang City. Data were obtained through a questionnaire with 13 risk indicators distributed to 35 expert respondents. The results show that all risk variables experienced a reduction in their Risk Priority Number (RPN) after mitigation strategies were implemented. These strategies included improving cost estimate accuracy, optimizing budget efficiency in line with government policies, and enhancing technical design by providing more adequate drainage outlets. The total RPN decreased from 2,394.63 to 1,504.26, or 37.18%. Significant reductions occurred in risks related to cost estimation, budget efficiency, and drainage outlets. However, several risks remained relatively high, particularly those influenced by external factors such as policy changes, community involvement, and inter-agency coordination. Further research is recommended to develop more comprehensive mitigation approaches for social and policy-related risks and to apply alternative risk analysis methods to strengthen evaluation results.
