Abstract

Atambua City, Belu Regency, East Nusa Tenggara, holds a strategic position as a National Strategic Activity Center (PKSN) serving as the main gateway for cross-border trade between Indonesia and Timor-Leste. This study aims to optimize the role of Atambua City as a PKSN in driving economic growth in the border region. The research employs a descriptive quantitative method using Location Quotient (LQ) analysis, goods movement trend analysis, and SOAR analysis. The data include export statistics, Gross Regional Domestic Product (GRDP), and supporting data for the 2020–2024 period. The results show that the trade and services sector has an LQ value greater than 1, indicating competitive advantages. Export volumes tended to increase, peaking at 72,838,958 kg in 2023. The SOAR analysis confirms strengths such as strategic location, Motaain Border Post (PLBN) infrastructure, and opportunities for commodity development and investment. The expected outcomes include increased cross-border trade, strengthened business ecosystems, and sustainable regional economic growth. Keywords: PKSN, Atambua, cross-border trade, economic growt
