Abstract
ABSTRAK Sara Putra, Program Studi Magister Teknik Sipil, Program Pascasarjana, Institut Teknologi Nasional Malang, 2026, Tesis, Analisis Kelayakan Geometrik dan Keselamatan Rencana Bundaran Jalan Nasional Kota Paringin Kabupaten Balangan, Pembimbing (I) Dr. Ir. Nusa Sebayang, MT, dan Pembimbing (II) Dr. Lila Ayu Ratna Winanda, ST., MT. Simpang Paringin, Kabupaten Balangan, Kalimantan Selatan merupakan simpul jalan nasional penghubung pusat kota, pasar, terminal, dan permukiman. Rencana bundaran berdiameter 5 meter di lokasi ini berpotensi melanggar SE Dirjen Bina Marga No. 14/SE/Db/2024 dan Permenhub No. PM 96/2015 yang mensyaratkan diameter minimum 20–27 meter. Keterbatasan RUMIJA yang tidak memungkinkan pembebasan lahan menjadikan kondisi ini batasan teknis absolut yang memerlukan analisis kelayakan geometrik, keselamatan, dan yuridis secara komprehensif. Penelitian ini menggunakan metode deskriptif evaluatif dikombinasikan dengan Analytical Hierarchy Process (AHP) berbantuan Expert Choice versi 11. Data primer diperoleh dari observasi lalu lintas tujuh hari (1–7 Juni 2026), pengukuran geometrik eksisting, dan kuesioner kepada 7 responden ahli dan 16 responden masyarakat. Data sekunder mencakup gambar perencanaan, SE Bina Marga No. 14/SE/Db/2024, dan PKJI 2023. Bundaran 5 meter tidak memenuhi keenam parameter geometrik minimum regulasi. Volume jam puncak mencapai 1.200,5–1.657,2 smp/jam (19.388 kend/hari), dengan keempat bagian jalinan di luar rentang kalibrasi PKJI 2023 (lebar masuk 4,50–7,75 m vs batas bawah 9 m) sehingga kapasitas bundaran tidak dapat dimodelkan; APILL empat fase (siklus 80 detik) menghasilkan DJ maksimum 0,65 dan tundaan 32,4 detik/smp (LOS D). Analisis AHP menghasilkan bobot kriteria Keselamatan-K3L (41,1%), Kepatuhan Yuridis (28,9%), Kinerja Lalu Lintas (15,6%), dan Ekonomi-Lahan (14,3%), CR = 0,045 (konsisten), dengan bobot global APILL 82,2% berbanding Bundaran 17,8%. Penelitian ini menyimpulkan bahwa bundaran 5 meter di Simpang Paringin tidak layak secara geometrik, keselamatan, maupun yuridis, dengan Simpang Bersinyal (APILL) sebagai solusi paling optimal. The Paringin Intersection, Balangan Regency, South Kalimantan, is a national road node connecting the city center, markets, terminals, and residential areas. The planned 5- meter-diameter roundabout potentially violates Circular Letter No. 14/SE/Db/2024 and Ministerial Regulation PM 96/2015, which require a minimum diameter of 20–27 meters. The limited right-of-way (RUMIJA), precluding land acquisition, makes this an absolute constraint requiring a comprehensive geometric, safety, and legal feasibility assessment. This study employs a descriptive-evaluative method combined with the Analytical Hierarchy Process (AHP) using Expert Choice v.11. Primary data comprised seven-day traffic observations (June 1–7, 2026), existing geometric surveys, and questionnaires to 7 expert and 16 general road-user respondents. Secondary data included design drawings, SE Bina Marga No. 14/SE/Db/2024, and PKJI 2023. The 5-meter roundabout fails all six minimum geometric parameters. Peak-hour volume reached 1,200.5–1,657.2 pcu/hour (19,388 vehicles/day), with all four weaving sections outside the PKJI 2023 calibration range (entry width 4.50–7.75 m vs. a 9 m lower bound), so roundabout capacity cannot be validly modelled; the four-phase APILL (80- second cycle) yields a maximum DS of 0.65 and a delay of 32.4 sec/pcu (LOS D). AHP analysis yielded criteria weights of Safety (41.1%), Legal Compliance (28.9%), Traffic Performance (15.6%), and Economic & Land Feasibility (14.3%), CR = 0.045, with a global weight of 82.2% for APILL versus 17.8% for the roundabout. This study concludes that the 5-meter roundabout at the Paringin Intersection is not feasible geometrically, safety-wise, or legally, with a Signalized Intersection (APILL) as the most optimal solution.
