Pra Rencana Pabrik Etil Klorida dari Etil Alkohol dan Asam Klorida dengan Proses Hidroklorinasi ini mengambil lokasi pendirian di Mojokerto, Jawa Timur dengan kriteria sebagai berikut: - Kapasitas produksi : 50.000 ton/tahun - Waktu operasi : 330 hari - Bahan utama : Etil Alkohol dan Asam Klorida - Utilitas : Air, steam, listrik, bahan bakar, refrigran - Organisasi Perusahaan  Bentuk : Perseroan Terbatas  Struktur : Garis dan staff  Karyawan : 189 orang - Analisa ekonomi  TCI : Rp.368.083.337.572  TPC : Rp.3.886.999.928.135  ROIBT : 34%  ROIAT : 27%  POTAT : 3 tahun  BEP : 48,22%  IRR : 24,74% Dari hasil evaluasi ekonomi, Pra Rencana Pabrik Etil Klorida dari Etil Alkohol dan Asam Klorida dengan Proses Hidroklorinasi layak untuk didirikan.
