Abstract
Bencana Disaster is a serious disorder against a community or society that results in loss and widespread hardm for human, Economic material, and environment, that goes beyond the capabilities of community or society who are affected to solve it using their own resources. After knowing the disaster then the calculation of threats is needed which aiming to know the losses of the societies life, property or the society activities around and inside the risk of fire zoning. Aside from threats, in the determination of zoning risk it is require vulnerability, Vulnerability is a conditions that reduce a person’s ability to prepare, detain and response in the specific risk that consists of long-term weakness that present before the risk contributed as well towards the severity levels with obstructing the response and delaying the recovery. So that the fire disaster of community settlements is one of the disaster from Urban areas which result in the loss and threats of the densely populated areas that interrupting the normal life of the society and gives disturbance effect. As an effort to minimizing the impact it is require the knowledge about the dangers and vulnerability in order to formulated the risk of the settlements fire disaster zoning in Kec. Tengah Tarakan Tarakan City, as an effort for disaster mitigation, where a mapping of this troubled areas could help out in the decision-making as the disaster management decisions. In the determination of zoning risk using descriptive method, Delphi Analysis, AHP, overlay weighted sun, map algebra, and the results of this study is there are 5 district with 123 RT.
