Abstract
Atambua City is the capital of the Belu district which borders directly with the state of Timor Leste. Atambua City is now not only as a city economically serving and meeting the needs of its local people, but it can be said that 75% of Atambua City meets the basic needs of a diverse community of Timor Leste. The pattern of East Timorese visits in the city of Atambua needs to be known for the development of interest-based tourism in the city of Atambua where so far there are only monotonous tourist attractions or tourist attractions centered only on beaches and mountains. The purpose of this study is to direct the development of interest-based tours of East Timorese people visiting the City of Atambua. This type of research is a qualitative descriptive study using descriptive statistical analysis, behavioral mapping and SWOT analysis. The results showed that 37.2% percent of East Timorese who visited Atambua City were inclined to carry out economic activities, visit family and travel. The pattern of movement of the East Timorese people formed in the City of Atambua was carried out in a single object which included visits to the white sand beach, Atambua Plaza, Jabal Mart and visiting families in the villages of Manumutin, Tenukiik, and Tulamalae. The tourism strategy that must be developed in the city of Atambua is to increase the value of the spending tax for the people of Timor Leste to increase regional income and improve public infrastructure facilities in the tourist area, especially beach tourism
