Abstract

Sutanto Hidayat, MT. (II) Dr. Ir. Lies Kurniawati Wulandari, MT. Mengidentifikasi risiko pada Proyek Pembangunan Overpass Mengger DK 140+500 Kereta Cepat Indonesia China di Kota Bandung tepat waktu dan mutu perlu dilakukan, hal tersebut merupakan salah satu bentuk proyek konstruksi yang memiliki sejumlah risiko dalam pelaksanaannya. Oleh karena itu penelitian ini dilakukan untuk mengetahui faktor-faktor yang berpengaruh terhadap risiko kegagalan pencapaian sasaran proyek tepat waktu dan mutu pada pembangunan Overpass Mengger DK 140+500 Kereta Cepat Indonesia China di Kota Bandung dan mendapatkan faktor yang paling dominan mempengaruhinya, sehingga dapat menentukan strategi yang tepat agar meminimalkan terjadinya risiko kegagalan pencapaian sasaran proyek tersebut. Metodologi analisis data yang digunakan adalah analisis Faktor dan analisis Path terhadap jawaban dari kuesioner yang disebarkan kepada 30 responden dari pihak Kontraktor, Owner dan Konsultan Perencana yang terlibat dalam pekerjaan pembangunan Overpass Mengger DK 140+500 Kereta Cepat Indonesia China di Kota Bandung yang dibangun pada tahun anggaran 2020. Berdasarkan hasil penelitian uji F didapatkan bahwa semua faktor berpengaruh langsung maupun tidak langsung secara bersama-sama terhadap tidak tercapainya target waktu dan mutu dengan Fhitung = 6.880 > Ftabel = 2.420 dan Fhitung = 18.137 > Ftabel = 2.393. Namun secara sendiri-sendiri faktor-faktor yang berpengaruh langsung secara signifikan terhadap tidak tercapainya target waktu adalah Faktor Keuangan, Sumber Daya Manusia, Material, dan Peralatan. Sedangkan faktor-faktor berpengaruh langsung secara signifikan terhadap tidak tercapainya target mutu adalah Faktor Keuangan, Sumber Daya Manusia, dan Lingkungan Kerja terhadap Target Mutu baik secara langsung maupun tidak langsung melalui Target Waktu. Faktor dominan berpengaruh langsung maupun tidak langsung terhadap tidak tercapainya target waktu dan Target mutu adalah Faktor Peralatan dengan nilai koefisien standardized β sebesar 0.198. Strategi untuk meminimalkannya adalah kontraktor harus menyediakan peralatan yang memiliki kemampuan dan kapasitas sesuai untuk melayani volume pekerjaan yang di butuhkan. Identifying risk in the Mengger Overpass of DK 140+500 Indonesia-China Rapid Train Development Project in Bandung City in a timely and quality manner is necessarily required. It is one of the construction project types that has several risks in its implementation. Therefore, this research is performed to know determining factors of failure risk in the achievement of timely and quality target project in the construction of the Mengger Overpass of DK 140+500 Indonesia-China Rapid Train in Bandung City and obtain the most determining factor, so it can determine the suitable strategy to minimize the occurrence of failure risk in the achievement of the target project. The methodology of data analysis used in this research was Factor analysis and Path analysis towards answers from the questionnaires distributed to 30 respondents from Contractors, Owners, and Planning Consultants involved in the construction work of the Mengger Overpass of DK 140 + 500 Indonesia-China Rapid Train in Bandung city, which was built in the fiscal year of 2020. The results of the F-test research obtain that all determining factors, directly or indirectly, collectively towards the non-achievement of timely and quality target project were with Fcount = 6,880 > Ftable = 2,420 and Fcount = 18,137 > Ftable = 2,393. However, individually, the determining factors that had a direct significant impact on the non-achievement of timely target projects were Finance, Human Resources, Materials, and Equipment. Meanwhile, the determining factors that had a direct significant impact on the non-achievement of quality target projects were Finance, Human Resources, and Work Environment towards Quality targets either directly or indirectly through Timely Targets. In addition, the dominant factor, having a direct or indirect impact on the non-achievement of timely and quality target project, was Equipment with the standardized coefficient value of β by 0,198. Then, the strategy to minimize it was that contractor had to provide equipment that had suitable capability and capacity to serve the required work volume.
