Abstract

ABSTRAK Darma Dana, Program Studi Teknik Sipil, Program Pascasarjana, Institut Teknologi Nasional Malang, Januari 2023, Penentuan Prioritas Penanaganan Infrastruktur Jembatan di Kabupaten Malang, Tesis, Pembimbing: (I) Dr. Ir. Nusa Sebayang, MT, (II) Dr. Lila Ayu Ratna Winanda, ST., MT. Jembatan merupakan infrastruktur penting pada ruas jalan yang berperan dalam memacu pentumbuhan ekonomi suatu wilayah. Permasalahan yang ada saat ini diantaranya keterbatasan anggaran, penentuan prioritas penanganan yang tidak mempertimbangkan berbagai aspek dan banyaknya usulan dari beberapa unsur yang masing-masing ingin diprioritaskan. Sehingga penentuan prioritas penanganan jembatan tidak bersifat subyektif dan kurang optimal. Pada penelitian ini menggunakan metode Analytical Hierarchy Process (AHP) dengan mempertimbangkan beberapa Aspek dan Kriteria diantaranya Struktur Ruang (A) dengan empat Kriteria, Usulan Masyarakat (B) dengan tiga Kriteria, Teknis (C) dengan empat Kriteria, Pelayanan Dasar (D) dengan empat Kriteria. Berdasarkan hasil Analisis AHP didapatkan prioritas Aspek secara berututan yaitu Pelayanan Dasar (0.310), Teknis (0.303), Struktur Ruang (0.236), dan Usulan Masyarakat (0.150). Sedangkan untuk urutan prioritas penanganan jembatan secara berurutan yakni Jembatan Jeru (E1), Jembatan Sempol 2 (E5), Jembatan Kalipare (E2), Jembatan Luminu (E3) dan Jembatan Petungsewu (E4). Strategi penanganan jembatan dengan cara menginventarisasi kerusakan dan kebutuhan penanganan yang berdasarkan data hasil survey kondisi jembatan serta pendapat ahli di bidang jembatan. Adapun kebutuhan anggaran untuk penanganan jembatan diantaranya Jembatan Jeru (E1) sebesar Rp. 500,000,000, Jembatan Sempol 2 (E5) sebesar Rp. 200,000,000, Jembatan Kalipare (E2) sebesar Rp. 200,000,000, Jembatan Luminu (E3) sebesar Rp. 600.000.000 dan Jembatan Petungsewu (E4) sebesar Rp. 700,000,000. Current problems are budget constraints, handling priorities that are not reviewed from various aspects and the number of proposals from various parties that each want to be prioritized, so that the prioritization of bridge handling is not subjective and suboptimal. In this study using the method Analytical Hierarchy Process (AHP) by considering several aspects and criteria including the structure of Space (A) with four criteria, Community proposals (B) with three criteria, technical (C) with four criteria, basic services (D) with four criteria. Based on the results of the analysis obtained AHP priority aspects in the sequence of basic services (0.310), technical (0.303), spatial structure (0.236), and Community proposals (0.150). As for the order of priority handling bridges in sequence, namely Jeru Bridge (E1), Sempol Bridge 2 (E5), Kalipare Bridge (E2), Luminu Bridge (E3) and Petungsewu Bridge (E4). Bridge handling strategy by inventory damage and handling needs based on data from bridge condition survey and expert opinion in the field of bridge. The budget requirements for handling the bridge include Jeru Bridge (E1) of IDR. 500,000,000, Sempol 2 Bridge (E5) of IDR. 200,000,000, Kalipare Bridge (E2) of IDR. 200,000,000, Luminu Bridge (E3) of IDR. 600,000,000 and Petungsewu Bridge (E4) of IDR. 700,000,000.
