Abstract

ABSTRAK Saiful Bahri, Program Studi Teknik Sipil, Program Pascasarjana, Institut Teknologi Nasional Malang, Maret 2023, Dampak Refocusing Anggaran Terhadap Kondisi Kemantapan Jalan di Kabupaten Malang, Tesis, Pembimbing: (I) Prof. Dr. Ir. Lalu Mulyadi, MT, (II) Dr. Lila Ayu Ratna Winanda, ST., MT. Pemerintah Indonesia telah melakukan berbagai upaya untuk menangani penyakit menular yang disebabkan oleh virus SARS-CoV-2 ini, salah satunya melalui Instruksi Presiden (INPRES) Nomor 4 Tahun 2020 tentang Refocussing Kegiatan, Realokasi Anggaran, Serta Pengadaan Barang dan Jasa Dalam Rangka Percepatan Penanganan Corona Virus Disease 2019 (Covid-19). Refocusing dan realokasi anggaran di Kabupaten Malang terjadi selama dua tahun, hal tersebut berpengaruh terhadap anggaran Dinas Pekerjaan Umum Bina Marga Kabupaten Malang dan penanganan jalan pada tahun 2020 dan 2021. Penelitian ini menggunakan metode kualitatif dengan pendekatan induktif dan deskriftif. Metode ini digunakan untuk meneliti kondisi obyek alamiah dengan teknik triangulasi yakni Observation, interview dan documentation yang keseluruhan menekankan pada makna daripada generalisasi. Analisis dampak refocusing menggunakan data hasil survey kondisi jalan dengan metode Surface Distress Index (SDI) Tahun 2019-2022, sedangkan untuk perhitungan kemantapan jalan dan strategi penanganan menggunakan metode Provincial/Kabupaten Road Management System (PKRMS) yang di kolaborasikan dengan hasil wawancara dari expert/ahli di bidang pemeliharaan jalan. Berdasarkan hasil Analisis dampak refocusing terhadap kondisi kemantapan jalan dengan metode SDI didapatkan penurunan kondisi kemantapan jalan yang cukup signifikan yakni pada Tahun 2020 sebesar 75,30% turun menjadi 72,62% pada Tahun 2021. Kondisi kemantapan jalan Tahun 2022 dengan metode P/KRMS didapatkan prosentase Jalan Mantap sebesar 72,55%. Adapun strategi yang dilakukan untuk meningkatkan dan mencapai target Indikator Kinerja Utama (IKU) Tahun 2023 sebesar 73% dibutuhkan anggaran sebesar Rp. 325,42 Milyar dengan melakukan penanganan Pemeliharaan Rutin Jalan sepanjang 1.210,80 km, Rehabilitasi Jalan 62,91 km dan Rekonstruksi Jalan 44,52 km. The Indonesian government has made various efforts to deal with infectious diseases caused by the SARS-CoV-2 virus, one of which is through Presidential Instruction (INPRES) number 4 of 2020 concerning Refocussing activities, budget reallocation, and procurement of goods and services in order to accelerate the handling of Corona Virus Disease 2019 (Covid-19). Refocusing and reallocation of the budget in Malang regency occurred for two years, this affected the budget of the Public Works Department of Bina Marga Malang regency and road handling in 2020 and 2021. This study uses qualitative methods with inductive and descriptive approach. This method is used to examine the condition of natural objects with triangulation techniques namely Observation, interview and documentation which overall emphasizes on meaning rather than generalization. Analysis of the impact of refocusing using survey data road conditions with the Surface Distress Index (SDI) method in 2019-2022, while for the calculation of road stability and handling strategies using the Provincial / District Road Management System (PKRMS) method in collaboration with the results of interviews from experts in the field of road maintenance. Based on the results of the analysis of the impact of refocusing on the condition of road stability with the SDI method, a significant decrease in road stability conditions was obtained, namely in 2020 by 75.30%, down to 72.62% in 2021. The condition of road stability in 2022 with the P/KRMS method obtained a steady road percentage of 72.55%. The strategy undertaken to improve and achieve the target of Key Performance Indicators (IKU) in 2023 by 73% requires a budget of IDR 325.42 billion by handling routine road maintenance along 1,210.80 km, road rehabilitation 62.91 km and Road reconstruction 44.52 km.
