Abstract

ABSTRAK Agung Wicaksono, Program Studi Magister Teknik Sipil, Program Pascasarjana, Institut Teknologi Nasional Malang, September 2025, Analisis Kepuasan Stakeholder Terhadap Kinerja Konsultan Manajemen Konstruksi Pada Proyek Refurbishment/Perbaikan Bendung Di Wilayah Sungai Bengawan Solo, Tesis, Pembimbing: (I) Prof. Dr. Ir. Lalu Mulyadi, MT, (II) Dr. Erni Yulianti, ST., MT. Proyek refurbishment/perbaikan bendung di wilayah Sungai bengawan solo memiliki tingkat kompleksitas yang tinggi secara teknis dan non teknis, sehingga perlu ditugaskan konsultan manajemen konstruksi dengan harapan mendapatkan hasil sesuai rencana meliputi tepat mutu, tepat waktu, tepat biaya dan tertib administrasi. Namun kepuasannya masih ada kegiatan yang tidak sesuai dengan harapan karena kurangnya kinerja konsultan manajemen konstruksi. Kinerja inilah yang kemudian dijadikan dasar untuk mengukur kualitas pelayanan yang berpengaruh terhadap tingkat kepuasan dari stakeholder proyek. Sehingga penelitian ini dilakukan untuk menjawab sampai sejauh mana tingkat kepuasan stakeholder proyek terhadap kinerja konsultan manajemen konstruksi. Metode kualitatif yang digunakan pada penelitian ini adalah dengan mengidentifikasi variabel dan indikator kinerja konsultan manajemen konstruksi sedangkan metode kuantitatif yang digunkan pada penelitian ini adalah dengan penyebaran kuesioner kepada 53 responden dari unsur owner dan kontraktor untuk di analisis dengan metode customer satisfaction index (CSI) dan importance performance analysis (IPA). Dari hasil analisis kualitatif teridentifikasi 5 variabel dan 22 indikator yang berpengaruh terhadap kinerja konsultan manajemen konstruksi. Sedangkan hasil analisis customer satisfaction index (CSI) didapatkan nilai sebesar 76% yang berarti stakeholder merasa “puas” terhadap kinerja konsultan manajemen konstruksi. Hasil importance performance analysis (IPA) dengan analisis gap dan tingkat kesesuaian keseluruhan didapatkan skor gap sebesar -4,72 dan dengan rata-rata total tingkat kesesuaian sebesar 20.83 yang berarti menunjukkan bahwa aspek tersebut telah sesuai dengan harapan stakeholder dengan kinerja konsultan manajemen konstruksi. Sementara hasil importance performance analysis (IPA) dengan diagram kartesius digunakan untuk evaluasi terhadap indikator-indikator kinerja yang memiliki prioritas tinggi untuk ditingkatkan, dipertahankan, prioritas rendah untuk ditingkatkan, dan meningkatkan kepentingan. Lalu Mulyadi, MT, (II) Dr. Erni Yulianti, ST., MT. The refurbishment/dam repair project in the Bengawan Solo River area has a high level of technical and non-technical complexity, to make it necessary to assign a construction management consultant with expectation of getting the results according to plan, as characterized by having a right quality, time punctuality, cost-effective and orderly administration. Unfortunately, in reality, there are some activities which do not meet the expectations due to lack of work performance by the construction management consultant. This work performance then will be used as the basis for measuring the service quality which affects satisfaction level of the project’s stakeholders. Thus, this study was conducted to answer to what extent does the satisfaction level owned by the project stakeholders to the work performance of the construction management consultant. A qualitative method applied in this study was identifying the work performance variables and indicators from the construction management consultant, whereas quantitative method used in this study was distributing questionnaires to 58 respondents from the owner and contractor elements and analyzed by employing the Customer Satisfaction Index (CSI) and the Importance Performance Analysis (IPA) methods. From the quantitative analysis results, there are 5 variables and 22 indicators identified as influential factors of the work performance of the construction management consultant. While the result analysis of the Customer Satisfaction Index (CSI) obtained value of 76% meaning the stakeholders feel ‘satisfied’ with the work performance of the construction management consultant. The results of the importance performance analysis (IPA) with gap analysis and overall level of conformity obtained a gap score of -4.72 and an average total level of conformity of 20.83, which means that this aspect is in accordance with stakeholder expectations with the performance of construction management consultants. Then, the result of Importance Performance Analysis by a Cartesian diagram was used to evaluate any work performance indicator of which has high priority level to be improved, maintained, or low priority level to be improved and increase the importance.
