Abstract

ABSTRAK Industri konstruksi adalah salah satu sektor yang berperan penting dalam pembangunan negara dan berdampak besar terhadap lingkungan sehingga perlu upaya terstruktur untuk mengurangi dampak negatifnya, seperti praktik konstruksi berkelanjutan. Penerapan praktik tersebut harus memperhatikan aspek lingkungan, sosial, dan ekonomi dalam tahapan pembangunan. Pemerintah telah menerbitkan Undang Undang Jasa Konstruksi beserta turunannya untuk mendukung penerapan Taksonomi Hijau Indonesia melalui bidang konstruksi, diharapkan mempermudah pelaku usaha jasa konstruksi memiliki kinerja baik. Informasi dari asosiasi jasa konstruksi Gapeksindo DPD Jatim, anggota mengeluh dan kesulitan untuk memenuhi regulasi, agar usaha mereka bisa bertahan dan melewati masa-masa sulit ketika diterapkannya undang undang tersebut. Jumlah anggota pengusaha skala kecil pada tahun 2018 tercatat 850 badan, menjadi 340 badan pada akhir tahun 2023. Tujuan penelitian ini adalah untuk menginvestigasi dan menganalisis faktor, hubungan dan pengaruh kinerja serta kemampuan usaha jasa konstruksi berkelanjutan pada kontraktor kualifikasi kecil di Jawa Timur terhadap penerapan regulasi usaha jasa konstruksi berkelanjutan. Sehingga hasil penelitian ini dapat dipakai sebagai rujukan dalam menjalankan dan mengembangkan usahanya. yang pada akhirnya mampu bersaing dalam perkembangan industri jasa konstruksi berkelanjutan. Untuk itu kami akan menggunakan metode penelitian kualitatif deskriptif dan kuantitatif , untuk diimplementasikan dalam rangka mencapai tujuan tersebut. Therefore, organized efforts are required to reduce its negative impacts, such as sustainable construction practices. The implementation of these practices must pay attention to environmental, social, and economic aspects in the development stages. The government has issued the Construction Services Law and its derivatives to support the implementation of the Indonesian Green Taxonomy through the construction sector, which is expected to make it easier for construction service business actors to perform well. Gapeksindo DPD, an East Java construction service association, reported its members’ complaints about difficulties in complying with regulations to maintain their businesses when the law was implemented. The number of small- scale business members in 2018 was recorded at 850 bodies, becoming 340 bodies by the end of 2023. The purpose of this study is to investigate and analyze the factors, relationships and influences of performance and capabilities of sustainable construction service businesses in small qualified contractors in East Java on the implementation of sustainable construction service business regulations. It is expected that the result of this study can be used as a reference in developing their businesses and maintaining their competitiveness in the sustainable construction service industry.
