Abstract

Sutanto Hidayat, MT (II) Dr. Erni Yulianti, ST., MT Pengelolaan aset sangat menunjang keberhasilan pelaksanaan tugas ketata usahaan instansi. Instansi mempunyai banyak aset daerah harus dikelola dengan baik dan terjaga, mendukung secara efisien dan efektif serta transparansi kebijakan. Hasil Pemeriksaan Badan Pemeriksa Keuangan RI permasalahan aset hampir terjadi di seluruh Organisasi Perangkat Daerah (OPD) yang ada di Pemerintah Kota Probolinggo, salah satunya pada Dinas Perhubungan Kota Probolinggo di tiga tahun berturut- turut (Tahun 2022, 2023 dan 2024). Permasalahan salah satunya, keterbatasan Anggaran Pendapatan dan Belanja Daerah (APBD), maka prioritaskan Manajemen Aset Perlengkapan Jalan pada Kawasan Tertib Lalu Lintas pada temuan Laporan Hasil Pemeriksaan BPK Tahun 2021, 2023 dan 2024 yaitu pada empat Ruas Jalan Kawasan Tertib Lalu lintas dari sebelas Kawasan Tertib Lalu Lintas. Dari hasil penelitian ini diharapkan dapat menghasilkan Penanganan Manajemen Aset perlengkapan Jalan ditangani sesuai kemampuan anggaran daerah. Metode survey yang digunakan peneliti cara mengumpulkan pendapat responden menggunakan kuesioner yang berkaitan dengan manajemen aset perlengkapan jalan pada kawasan tertib lalu lintas Kota Probolinggo. Populasi penelitian adalah Dinas Perhubungan Kota Probolinggo dan Badan Pengelola Pendapatan Keuangan dan Aset Daerah, yaitu dengan sampel sebanyak 40 responden. Pengolahan data dari hasil survei (kuesioner) nantinya diolah untuk memperoleh informasi deskriptif, selanjutnya data kuesioner teknik analisis data yang digunakan adalah uji regresi linier dengan bantuan program SPSS. Hasil penelitian menunjukkan bahwa manajemen aset di kawasan tersebut masih belum berjalan optimal, dengan permasalahan utama pada lemahnya sistem inventarisasi, ketidakjelasan legalitas aset, serta rendahnya pengamanan dan pengawasan. Meskipun telah ada upaya digitalisasi menggunakan aplikasi SIAKAD, implementasinya belum menyeluruh dan efektif. Selain itu, minimnya anggaran pemeliharaan, kurangnya kapasitas SDM, dan ketiadaan sistem informasi aset yang terintegrasi menghambat pengelolaan yang optimal. Analisis menunjukkan bahwa manajemen aset berpengaruh positif terhadap pengamanan dan pengawasan aset perlengkapan jalan. Sehingga, diperlukan perbaikan sistem manajemen aset yang lebih terintegrasi dan efisien untuk memastikan keselamatan berlalu lintas dan optimalisasi penggunaan aset. Sutanto Hidayat, MT (II) Dr. Erni Yulianti, ST., MT Asset management plays a crucial role in supporting the successful execution of administrative tasks within an institution. Institutions possess many regional assets that must be well-managed and maintained, ensuring efficient and effective use, as well as transparent policies. The results of the Audit by the Indonesian Financial Audit Agency (BPK) reveal that asset-related problems have occurred across nearly all Regional Work Units (OPD) within the Probolinggo City Government, including the Department of Transportation over the past three consecutive years (2022, 2023, and 2024). One of the main issues is the limitation of the Regional Revenue and Expenditure Budget (APBD), thus prioritizing asset management for road equipment in the Traffic Order Zone, focusing on the findings from the BPK Audit in 2021, 2023, and 2024, specifically on four road sections out of eleven Traffic Order Zones. This research aims to provide recommendations for handling the asset management of road equipment in accordance with the regional budget capabilities. The survey method was used to collect responses from respondents using questionnaires related to the management of road equipment in the Traffic Order Zone of Probolinggo City. The population of this study includes the Department of Transportation of Probolinggo City and the Regional Revenue, Financial, and Asset Management Agency, with a sample size of 40 respondents. Data from the survey (questionnaires) were processed to obtain descriptive information, and the data were analyzed using linear regression with the help of SPSS software. The findings indicate that asset management in the area is still not optimal, with key issues related to weak inventory systems, unclear asset legality, and insufficient asset security and oversight. Although there have been efforts to digitize through the SIAKAD application, its implementation has not been comprehensive or effective. Additionally, the lack of maintenance budget, insufficient human resources capacity, and the absence of an integrated asset information system hinder optimal management. The analysis shows that asset management has a positive influence on the security and oversight of road equipment assets. Therefore, it is necessary to improve the asset management system to make it more integrated and efficient to ensure traffic safety and optimize asset usage.
