Abstract
ABSTRAK Yahya, Program Studi Magister Teknik Sipil, Program Pascasarjana, Institut Teknologi Nasional Malang, September 2024, Analisis Manajemen Risiko Proyek Bantuan Rumah Type 45 M2 Di Kabupaten Teluk Wondama Provinsi Papua Barat. Pembimbing : (1). Prof. Dr. Ir. Lalu Mulyadi, MT, (2). Dr. Yosimson P. Manaha, ST., MT. Pembangunan rumah yang didukung oleh pemerintah di wilayah kepulauan menghadapi berbagai risiko logistik, cuaca, infrastruktur, dan keselamatan kerja yang dapat secara langsung memengaruhi biaya, waktu pelaksanaan, mutu, dan keberlanjutan proyek. Penelitian ini menganalisis manajemen risiko pada proyek bantuan pembangunan rumah Tipe 45 m² di Kabupaten Teluk Wondama, Papua Barat, Indonesia. Penelitian ini menggunakan desain mixed-methods sequential explanatory. Data kuantitatif dikumpulkan melalui kuesioner yang diisi oleh lima pemangku kepentingan yang dipilih secara purposif, yang mewakili kontraktor, instansi pemerintah terkait, dan masyarakat penerima manfaat. Sebanyak 59 indikator risiko yang dikelompokkan ke dalam 12 kelompok sumber risiko dinilai berdasarkan skor kemungkinan dan konsekuensi, kemudian diklasifikasikan menggunakan matriks risiko AS/NZS 4360:2004. Selanjutnya, wawancara kualitatif, observasi lapangan, dan telaah dokumen dilakukan untuk menjelaskan prioritas risiko berdasarkan hasil kuantitatif serta memvalidasi langkah-langkah mitigasi yang dapat diterapkan. Hasil analisis mengidentifikasi dua risiko sangat tinggi dan tiga risiko tinggi. Lima risiko prioritas tersebut adalah gelombang laut tinggi (R=20,00), keterlambatan pengiriman material (R=16,72), kecelakaan saat pembongkaran material dari kapal (R=13,20), keterbatasan pasokan air dan listrik (R=11,20), serta kerusakan material selama transportasi laut (R=10,40). Temuan kualitatif mengonfirmasi bahwa ketergantungan terhadap transportasi laut, kondisi lokasi yang terpencil, dan keterbatasan utilitas pendukung semakin memperbesar risiko tersebut. Pengendalian yang direkomendasikan meliputi penjadwalan pengiriman berdasarkan kondisi cuaca, penyediaan waktu cadangan dan stok material cadangan, penggunaan pemasok alternatif, pengemasan material yang aman untuk transportasi, penyediaan sistem air dan listrik sementara, serta penguatan prosedur keselamatan dalam proses pembongkaran. Nilai risiko residual yang diproyeksikan berada dalam kategori sedang; namun, nilai tersebut merupakan target yang diharapkan, bukan hasil pengukuran setelah mitigasi. Penelitian ini menunjukkan bahwa integrasi pemeringkatan risiko dengan bukti kualitatif yang kontekstual dapat memberikan dasar praktis untuk mengelola proyek perumahan publik skala kecil di lingkungan kepulauan terpencil. Government-supported housing construction in archipelagic regions is exposed to logistics, weather, infrastructure, and occupational-safety risks that can directly affect cost, schedule, quality, and project continuity. This study analyzes risk management for a Type 45 m² housing assistance project in Teluk Wondama Regency, West Papua, Indonesia. A sequential explanatory mixed-methods design was applied. Quantitative data were collected through a questionnaire completed by five purposively selected stakeholders representing the contractor, the relevant government agency, and the beneficiary community. Fifty-nine risk indicators in twelve risk-source groups were assessed using likelihood and consequence scores and classified through the AS/NZS 4360:2004 risk matrix. Qualitative interviews, field observation, and document review were then used to explain the quantitative priorities and validate practicable mitigation measures. The analysis identified two very-high risks and three high risks. The five priority risks were high sea waves (R=20.00), delayed material delivery (R=16.72), accidents during unloading from boats (R=13.20), limited water and electricity supply (R=11.20), and material damage during sea transportation (R=10.40). The qualitative findings confirmed that dependence on marine transport, remote-site conditions, and limited supporting utilities intensify these risks. Recommended controls include weather-based delivery scheduling, buffer time and buffer stock, alternative suppliers, transport-safe packaging, temporary water and power systems, and strengthened unloading safety procedures. Projected residual-risk values fall in the medium category; however, these values are targets rather than post-mitigation measurements. The study shows that integrating risk ranking with contextual qualitative evidence provides a practical basis for managing small public housing projects in remote archipelagic environments.
