Abstract

ABSTRAK Sihabuddin Kholiq. Program Studi Magister Teknik Sipil, Program Pascasarjana, Institut Teknologi Nasional Malang, Desember 2022. Analisis Perbandingan Mekanisme Swakelola dan Kontraktual Untuk Pekerjaan Pemeliharaan Jalan di Kabupaten Malang Tahun 2022. Tesis, Pembimbing: (1) Prof. Dr. Ir. Sutanto Hidayat, MT , (II) Ir. Tiong Iskandar, MT. Jalan memiliki peran penting untuk menjamin pergerakan orang dan barang di Kabupaten Malang yang memiliki wilayah sangat luas dan dikelilingi oleh gunung dan dataran rendah. Oleh karena itu, pemeliharaan jalan juga menjadi sebuah hal yang sangat penting berdasar letak geografis Kabupaten Malang. Selama ini ada dua metode yang digunakan untuk pekerjaan pemeliharaan jalan yaitu swakelola dan kontraktual. Penelitian ini bertujuan untuk mengukur tingkat kepuasan stakeholder terhadap kinerja pelaksana pekerjaan pemeliharaan jalan yang menggunakan mekanisme swakelola dan kontraktual. Selain itu, juga dilakukan analisis untuk mengetahui variabel kinerja kontraktor yang perlu ditingkatkan dan dipertahankan. Setelah itu, dilakukan analisis perbandingan tingkat kepuasan diantara kedua metode tersebut. Untuk mengukur tingkat kepuasan stakeholder terhadap metode swakelola dan kontraktual, digunakan analisis Customer Satisfaction Index (Indeks Kepuasan Pelanggan). Selain itu, Importance Performance Analysis (IPA) digunakan untuk mengetahui variabel kinerja yang harus segera ditingkatkan dan dipertahankan dari pelaksana pekerjaan yang menggunakan kedua metode tersebut. Setelah itu, dilakukan uji t untuk membandingkan tingkat kepuasan stakeholder terhadap kinerja pelaksana pekerjaan dengan metode swakelola dan kontraktual. Hasil penelitian menunjukkan bahwa stakeholder merasa sangat puas terhadap kinerja pelaksana pekerjaan pemeliharaan jalan dengan mekanisme swakelola (89,65%) dan kontraktual (90,52%). Juga ditemukan bahwa tidak ada perbedaan signifikan diantara kedua metode tersebut. Namun demikian ada beberapa variabel kinerja yang harus ditingkatkan baik oleh kontraktor pelaksana dengan metode swakelola dan juga kontraktual. Tiong Iskandar, MT Roads have crucial role in ensuring movement of people and goods in Malang Districts which have a wide area surrounded by mountain and lowlands. Therefore, road maintenance is fundamental. At present, there are two kinds of working mechanism used for road maintenance namely self-management and contractual mechanism. This study aims at analysing stakeholders’ satisfaction on contractor’s performance for road maintenane project using self-management and contractual mechanism. In addition, it also aims at analyzing performance variables that should be improved from both contractors. At last, the two satisfaction indexes will be compared. Analysis of Customer Satisfaction Index is employed to measure stakeholders’ satisfaction on the performance of contractor using self-management and contractual mechanism. In order to find out performance variables that should be improved, Importance Performance Analysis (IPA) is used. Then, t test is used to compare the two score of satisfaction index. The result of this study show that stakeholders are highly satisfied with the performance of contractor using self management (89,65% of CSI score) and contractual (90,52% of CSI score) mechanism. It is also found out that there is no significance differences between the two level of satisfacton.
