Abstract

Definisi sampah menurut UU No 18 Tahun 2008 adalah sisa kegiatan sehari-hari manusia dengan volume dan konsentrasi tertentu sehingga diperlukan pengolahan secara khusus. Kecamatan Tampan merupakan Kecamatan penghasil sampah kedua terbanyak di Kota Pekanbaru yaitu sebanyak 236.368 liter perharinya. Dari adanya timbulan sampah tersebut menyebabkan permasalahan atau dampak dalam berbagai aspek diantaranya yaitu beberapa titik tumpukan sampah di Kecamatan Tampan menganggu masyarakat karena bau yang dihasilkan, serta penyumbatan di beberapa saluran air yang menyebabkan banjir yang menyebabkan pencemaran lingkungan dan kemacetan di jalan. Tujuan dari adanya penelitian ini yaitu mengkaji terkait identifikasi perencanaan sistem pengelolaan sampah di Kecamatan Tampan. Metode analisa yang digunakan adalah analisa campuran. Hasil dari penelitian dimana jumlah timbulan sampah pada tahun 2023 sebesar 236.368 Liter/Hari. Selain itu untuk proyeksi 5 tahun kedepan analisa timbulan sampah mengalami panambahan setiap tahunnya. Berdasarkan hasil analisa kondisi eksisting terkait sistem pengelolaan sampah di Kecamatan Tampan masih belum optimal dalam aspek hukum, kelembagaan, teknik operasional, pembiayaan, peran serta masyarakat, dan kerjasama. Sehingga diperlukan adanya analisa perencanaan yang tepat terkait sistem pengelolaan sampah berdasrakan 6 aspek yaitu aspek hukum, kelembagaan, teknik operasional, pembiayaan, peran serta masyarakat, dan kerjasama. Kata Kunci: Sampah, Timbulan Sampah, dan Sistem Pengelolaan Sampah ABSTRACT Definition of waste according to UU No 18 Tahun 2008 are the remains of daily human activities with a certain volume and concentration so that special processing is required. Kecamatan Tampan is the second largest waste producing district in Kota Pekanbaru, namely 236,368 liters per day. This waste generation causes problems or impacts in various aspects, including several points where piles of rubbish in Kecamatan Tampan disturb the community because of the smell produced, as well as blockages in several water channels which cause flooding which causes environmental pollution and traffic jams on the roads. The aim of this research is to examine the identification of waste management system planning in Kecamatan Tampan. The analytical method used is mixed analysis. The results of the research show that the amount of waste generated in 2023 will be 236,368 liters/day. Apart from that, for the next 5 year projection, the analysis of waste generation will increase every year. Based on the results of the analysis of existing conditions related to the waste management system in Kecamatan Tampan, it is still not optimal in terms of legal, institutional, operational techniques, financing, community participation and cooperation. So there is a need for proper planning analysis regarding the waste management system based on 6 aspects, namely legal, institutional, operational techniques, financing, community participation and cooperation.
