Abstract
ABSTRAK Niken Prabawati, Program Studi Teknik Sipil, Program Pascasarjana, Institut Teknologi Nasional Malang, Juli 2024, Penentuan Prioritas Program Penanganan Jalan dan Jembatan Malang Dinas Peerjaan Umum Bina Marga Provinsi Jawa Timur, Tesis, Pembimbing : (I) Prof. Dr. Ir. Lalu Mulyadi, MT, (II) Dr. Ir. Nusa Sebayang, MT. Permukaan jalan yang mantap akan menentukan terselenggaranya transportasi darat yang lancar guna menunjang kegiatan perekonomian. Untuk mencapai kondisi jalan yang mantap memerlukan program penanganan jalan yang efisien. Melalui instansi-instansi yang ditunjuk oleh pemerintah sebagai penyelenggara jalan dalam upaya menjaga kualitas jalan tentunya juga memerlukan dana. Proses penganggaran dana untuk penyelenggaraan jalan tersebut melalui beberapa tahapan yaitu proses usulan, pembahasan dan penetapan anggaran. Pada proses penentuan prioritas terhadap usulan memerlukan pembahasan yang cukup lama. Pemerintah Provinsi Jawa Timur melalui Dinas PU Bina Marga memiliki peran penting dalam proses penanganan jalan di ruas kewenangan provinsi. Keterbatasan anggaran baik dana APBD Reguler dan dana lainnya menjadikan tantangan tersendiri bagi penyelenggara jalan dalam menentukan program penanganan jalan yang efektif dan optimal. Berdasarkan penelitian penelitian sebelumnya, penentuan prioritas penanganan jalan dapat dilakukan dengan menggunakan Analisa kriteria dan Analisa hirarki proses. Kriteria-kriteria penentuan prioritas yang digunakan dalam penelitian ini yaitu kriteria Teknik yang meliputi kondisi lalulintas eksisting, kondisi kemantapan jalan, volume capacity ratio, kecepatan tempuh kendaraan, dan waktu tempuh kendaraan; kriteria finansial dan ekonomi yang mencakup: Benefit cost ratio, NPV, IRR, BOK, Time Value, dan Accident Cost; dan Kriteria Sosial dan Pengembangan wilayah yang meliputi penilaian masyarakat terhadap adanya paket program penanganan jalan, dan pertumbuhan populasi penduduk. Pada penelitian ini akan ditentukan bagaimana kebijakan penentuan prioritas penanganan jalan dapat dipilih secara optimal guna mengetahui urutan prioritas penanganan jalan. Urutan prioritas penanganan jalan yang telah ditentukan dapat dijadikan masukan untuk Pemerintah Provinsi Jawa Timur melalui Dinas Pekerjaan Umum Bina Marga Provinsi Jawa Timur untuk memaksimalkan dana yang ada sehingga mendapatkan hasil penanganan jalan yang optimal. Lalu Mulyadi, MT, (II) Dr. Ir. Nusa Seberang, MT. A stable road surface will determine the ease of deployment of land transportation to support economic activities. Achieving stable road conditions requires an efficient road handling program. Through agencies appointed by the government as road organizers, efforts to maintain road quality also need funds. The process of budgeting funds for the implementation of the road goes through several stages, namely the proposal process, discussion, and budget determination. The method of determining priorities for proposals requires quite a long conversation. The East Java Provincial Government through the Public Works Department of Highways has an important role in the process of handling roads in provincial authority sections. Budget limitations, both Regular APBD funds and other funds, create challenges for road operators in determining effective and optimal road management programs. Based on previous research, determining road handling priorities can be done using criteria analysis and process hierarchy analysis. The priority determination criteria used in this research are technical criteria which include existing traffic conditions, road stability conditions, volume capacity ratio, vehicle travel speed, and vehicle travel time; financial and economic criteria which include: Benefit-cost ratio, NPV, IRR, BOK, Time Value, and Accident Cost; and Social and Regional Development Criteria which include community assessments regarding the existence of road management program packages and population growth. In this research, it will be determined how the policy for determining road handling priorities can be selected optimally to determine the priority order for road handling. The priority order for road handling that has been determined can be used as input for the East Java Provincial Government through the East Java Provincial Highways Public Works Department to maximize existing funds to obtain optimal road handling results.
